Fargo, North Dakota has a problem with too many deer within the city limits. How can they get rid of them? The proposed answer is to initiate a bow hunting season within the city limits. To make it safe, hunters would be required to attend training and pass a proficiency test administered by the police department or local archery clubs. All hunting would be done on public land, except where permission was obtained by the hunter in advance.
